What Is a Temporary Resident Permit (TRP)?
A TRP is a document issued to individuals who are otherwise inadmissible to Canada, allowing them to enter the country. In some cases, officers may issue a TRP to allow people who are inadmissible or who do not meet the requirements of the Immigration and Refugee Protection Act (IRPA) to become temporary residents if it is justified under the circumstances.
Who Needs a TRP?
Generally, a TRP may be issued to a foreign national who is inadmissible or does not meet the requirements of the Immigration and Refugee Protection Act (IRPA).
In this situation the foreign national may be:
- refused an electronic travel authorization (eTA);
- refused a permanent resident visa (PRV) or temporary resident visa (TRV) abroad;
- reported inadmissible;
- asked to withdraw their application to enter Canada at a port of entry (POE); or
- refused processing within Canada.
Officers May Issue a TRP When Both of the Following Occur:
- The purpose of the individual to enter or remain in Canada is favoured as the objectives of the Immigration and Refugee Protection Act (IRPA) are considered, and
- The issuance outweighs any risks that might exist and is compelling enough to overcome any risks that the individual might pose.
In certain circumstances, the holder of a TRP may be granted permanent resident status in Canada.
Restrictions
- The permit will expire if the holder exits Canada unless re-entry has been authorized at the time of issuance, and
- The permit can be cancelled by an officer at any time.
